WITNESS ATLAS / SOURCE RECORD

The Last Centimetre

A world full of plenty. A cup still empty.

Observation edition 2026-09-15 · The observation day is not the publication date of every source.

The connection we made

More power. More storage. More stuff. Sometimes what is missing is the way it reaches someone. This cup asks us to follow the whole journey.

An artistic connection, not a proven shared cause. Sources may disagree, and the work keeps their limits visible.

01 / IEA

More gas was produced. Getting it to people was another question.

The International Energy Agency compared liquefied natural gas exports in March–July 2026 with the same months a year earlier. Exports from Qatar and the UAE fell by 43 billion cubic metres, while production outside the Gulf rose by more than 30 billion cubic metres. Liquefying gas allows it to travel by ship. But after the ship arrives, a receiving terminal, inland pipelines and supply agreements still determine where that gas can go. An increase somewhere in the world is not the same as usable supply at a particular destination.

Why it belongs here

Supply somewhere is not usable supply everywhere.

What it does not establish

This is an energy-market comparison, not proof that cloud failures and water access have the same cause.

An AWS recovery update showed why a backup’s location matters

AWS, Amazon’s cloud-computing service, updated its account of disruptions in Bahrain and the UAE on 15 September. It said access could not be restored to resources and data held only in the affected Bahrain region, or only in one specified UAE availability zone—a separate part of its infrastructure. AWS also said most customers had rebuilt operations using backups in other regions or data that remained accessible. This was an update on an earlier disruption, not a new incident on 15 September.

Why it belongs here

A saved resource still needs a working route back.

What it does not establish

The underlying damage began earlier. This is a recovery update, not a new attack on 15 September. Different regions and zones have different conditions.

In Somalia, rain alone could not restart the whole food chain

The UN Food and Agriculture Organization’s Somalia brief describes drought damage in crop-growing areas, followed by some recovery after late rain. It also reports that sorghum and maize prices at two named markets in July were about twice their levels a year earlier. Irrigation depended on more than rainfall: river levels, fuel availability and the cost of pumping water also mattered. The brief brings together indicators from different months; it is not a live snapshot of the whole country on 15 September.

Why it belongs here

Water becomes useful through a chain of conditions.

What it does not establish

Historical IPC estimates are not current September totals. Global temperatures or LNG figures do not establish the cause of a local outcome.

04 / Royal Docks地区项目官方活动页

A London reuse project follows materials beyond the storage pile

A Royal Docks event page describes a planned tour of Tipping Point East, a project for putting recovered materials back into use. The tour connects a materials store, a processing yard and a materials library, alongside workshops and training spaces. The programme also discusses funding and how the project is run. It offers a concrete picture of the work between collecting an old material and making it useful again. The page describes a planned visit, not measured results.

Why it belongs here

A connection is work, not a magic adapter.

What it does not establish

The event description is not a measured reuse rate or evidence that the planned tour took place.

A database said “active” before everything was ready to use

The engineering team at this + that tested 65 restores of ten tables in DynamoDB, an AWS database service. They checked not only when each table became active, but also when all its indexes—the structures used to find data efficiently—were ready. Those milestones did not always arrive together. Even restoring the same table took different amounts of time. The useful detail is the team’s definition of finished: the pieces an application depends on must be ready too.

Why it belongs here

The completion signal should match the usable result.

What it does not establish

One engineering test, not a platform-wide reliability estimate.

MediaTek announced a chip intended to run larger AI models on phones

On 15 September, MediaTek announced the Dimensity 9600 Pro phone chip. Its announcement describes a 2-nanometre manufacturing process, two AI processing units and support for on-device applications using models with up to 30 billion parameters. Parameters are the numerical values a model learns during training. The first phones were expected later in the quarter. These were the manufacturer’s claims and demonstration results, not our tests of shipping phones. It is a counterpoint to the artwork: adding capability can matter, even when delivery also needs attention.

Why it belongs here

A counterpoint: increasing capacity can create real possibilities.

What it does not establish

Vendor announcement, not our independent benchmark or evidence of shipped device performance.
